Prepare a heatproof dish, and add the broth, soy sauce, fish sauce, Worcestershire sauce, sesame oil, sugar, white pepper, stock powder, sliced ginger, lemongrass, and garlic.
Stir until well mixed, then place the Tilapia fillet into the dish.
Arrange the sliced carrots and broccoli around the fish, then add the red chili, green onions, and coriander leaves on top.
Heat a steamer until the water boils, and place the dish with Tilapia into the steamer.
Steam the Tilapia for 10-12 minutes. Remove and serve while hot.
