What is the Processing Feasibility Certification (PFC) for Fishery Products?

The Processing Feasibility Certificate (PFC) is an important certificate issued by the Ministry of Marine Affairs and Fisheries, along with the Fish Quarantine, Quality Control, and Fisheries Product Safety Agency of the Republic of Indonesia, to Fish Processing Units (FPU), such as aquaculture companies and fish producers.

The SKP indicates that the UPI has implemented good fish processing practices and meets standard operational sanitation requirements. This certification ensures that the fishery products produced are safe and of high quality for consumption.

Understanding the Processing Feasibility Certificate (PFC)

The Processing Eligibility Certificate (SKP) is awarded to fish processing units (UPI) that have implemented Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOP). GMP provides guidelines on proper fish processing, including raw material selection, handling, processing, use of additives, packaging, and storage. SSOP, on the other hand, is a set of standard sanitation procedures that cover water cleanliness, the condition of food contact surfaces, contamination prevention, handwashing facilities, sanitation, toilets, use of hazardous chemicals, processor health, and pest control.

Objectives of SKP

The objectives of SKP are to:

  • Improve the quality and safety of fishery products.
  • Protect consumer health.
  • Enhance the competitiveness of fishery products in domestic and international markets.
  • Fulfill the requirements for the export of fishery products.

Benefits of SKP for UPI

By obtaining SKP, UPI (e.g., a fish-producing company) can:

  • Enhance consumer trust in its fishery products.
  • Gain wider market access.
  • Improve operational efficiency and effectiveness.
  • Increase the added value of fishery products.

Requirements for Obtaining SKP

To obtain SKP, each UPI must:

  • Have a facility that meets sanitation and hygiene requirements.
  • Have adequate equipment for fish processing.
  • Employ trained and qualified personnel.
  • Properly implement Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOP).
  • Undergo regular inspections by the authorized authorities.

Issuance Process of the SKP (Fish Processing Certificate)

The process of issuing an SKP involves several stages, which can be described simply as follows:

  • The Fish Processing Unit (UPI) submits an application for the SKP to the local Marine and Fisheries Office (DKP).
  • DKP verifies the requirements submitted by the UPI.
  • If the UPI meets the requirements, the DKP issues the SKP.
  • The SKP is valid for 3 years and can be renewed after a re-audit.

Authorized Institutions for Issuing SKP

In the Republic of Indonesia, SKP is officially issued by:

  • The Marine and Fisheries Office (DKP) at the provincial level.
  • The Fish Quarantine, Quality Control, and Safety Agency (BKIPM) for UPI that wish to export fishery products abroad.

Conclusion

The Processing Feasibility Certificate (SKP) is an important certificate for Fish Processing Units (UPI) to enhance the quality and safety of fishery products, protect consumer health, increase the competitiveness of fishery products, and meet export requirements for fishery products.

Example of SKP Implementation: Regal Springs Indonesia

Regal Springs Indonesia is an example of a UPI that has obtained the Processing Feasibility Certificate (SKP). The tilapia from Regal Springs is processed under strict standards and is regularly audited to ensure the safety and quality of the products. This demonstrates that the entire tilapia farming process at Regal Springs, from upstream to downstream, is handled to ensure it is safe for consumption by all consumers.
